Now more than ever, the public rely on the steady stream of implementation of our mandate of safekeeping and development of our PDL. Protecting the most vulnerable people including the incarcerated communities in response to the COVID-19 pandemic, is indeed critical.
With this, much is expected from us. As the five hundred seventy- five (575) workforce of the BJMP Otso performs its roles & functions in this unprecedented times, sailing through deep waters of public service they are guided by its patriarch, the Regional Director of the Jail Bureau, JCSUPT EDWIN B RIEL. Not much of a boss, but more of a leader, like a captain of a sailing ship.

BJMP Region VIII 1st Quarter Management Conference CY 2020
The conference was held via Zoom, attended by twenty- four (24) Jail Wardens, Chiefs of every division and staff of the Regional Office. Several guidance and compliances from the National Headquarters were relayed to the body. Likewise, each Jail Warden was given an ample time to discuss preventive measures undertaken in response to the COVID-19.

A Web Conferencing via Zoom was conducted to Jail Wardens whose locality or its adjacent has confirmed cases of COVID-19; Calbayog City District Jail, Catbalogan City Jail, Tacloban City Jail Male & Female Dorm and Burauen District Jail. Matters discussed include strict quarantine measures prior to changing of guards and status of designated isolation facilities.

A web conferencing was conducted to selected Jail Wardens via Facebook messenger; Balangiga District Jail, Borongan City Jail, Guiuan District Jail, Basey Muncipal Jail, Dolores District Jail, Tacloban City Jail Female Dorm. Pro- active measures in the management of COVID-19 and their issues and concerns were discussed.

Participation during the “Panindugan; A Virtual Kapihan with Philippine Information Agency and Friends”
JCSUPT RIEL attended a live video conferencing hosted by PIA 8 which was attended by different media personalities of the region and frontliners in the Law Enforcement Sector. He was able to inform the public of our drastic measures in ensuring COVID-19 free jail facilities regionwide and appealed to the concerned LGUs for assistance e.g. identification of isolation facilities, and provision of testing kits, PPEs. Moreover, he expressed appreciation the Philippine Army, PNP8 and BFP8 for the continued assistance to the Bureau and commended all frontliners for their dedication amid crisis.

Health Cluster Virtual Meeting (Virtual Conference)
The activity was attended by several government offices to focus discussions on closed settings. This was presided by the Department of Health Regional Office VIII where the BJMP8 reported that it has been on full response mode since report in the first case of COVID-19 was made in the country. However, there were several challenges encountered e.g. insufficient PPE, conduct of rapid testing prior to changing of guards, support of LGU for the provision of isolation facility for PDL. As an urgent response a meeting was scheduled the next day together with the DILG8.

2020- Consultative Meeting on COVID-19 related Updates; Managing the Persons Deprived of Liberty
JCSUPT RIEL together with the Regional Health Service Division attended the meeting held at the DOH RO8 where matters discussed centered on addressing the challenges encountered by the BJMP8 in response to COVID-19, in which concerned agencies assured their positive and equitable support through provision of PPE and the DILG8 will schedule a virtual meeting with the LGUs through the League of Municipalities of the Philippines (LMPs) to include other government agencies.

Participation on a Virtual Activity “Paghiusa Online Conversation Series” by the DILG
This activity was attended by the Regional Director of the DOH, DILG Provincial Directors and local Chief Executives of the different Cities and Municipalities in the Region. The highlight of the conference focused on the commitment setting to support the BJMP in its implementation of COVID-19 initiatives which most LGUs signified. Former DOE Secretary, Jericho Petilla husband of Hon. Ann Petilla, the Municipal Mayor of Palo Leyte, also committed to shoulder personally the provision of COVID-19 Rapid test kits for newly committed and for release PDL and incoming duty personnel prior the Changing of the Guards

Together with JSINSP JESSIE D BAQUILOD, Chief Operations, JCSUPT RIEL conducted a Video Conferencing via Zoom to twenty- four (24) Jail Wardens regionwide. He conveyed the outcome of the virtual conference “Paghiusa Virtual Conversation” lead by the DILG Regional Office 8 where the former DOE secretary, Jericho “Icot” Petilla signified support for BJMP manned jails in the Leyte province through subsidizing RT- PCR test for all newly committed PDL, PDL prior release and for incoming duty personnel for the changing of guards and that Local Chief executives assured their full support on our response against COVID-19

Presentation of Proposed FY 2021 TIER 2 Projects and Corresponding Budgets to the RDC VIII Executive Committee
A virtual emergency RDC VIII Executive Committee meeting (RDC VIII ExCom) was held to review FY 2021 budget proposals of Agency Regional Offices, state universities and colleges (SUCs) in the region. The BJMPROVIII represented by JCSUPT RIEL presented its proposals focusing on improving the agencies’ health systems to strengthen its response against the COVID-19 pandemic.

Joint Meeting on the Management of Emerging Infectious Disease and Regional Task Force on COVID-19 Region VIII
DILG Secretary Eduardo M. Año together with Task Force COVID-19 head Carlito Galvez attended the Joint Meeting of the Regional Inter Agency Task Force for the Management of Emerging Infectious Diseases (RIATF-MEID) and Regional Task Force for Coronavirus Disease 2019 (RTF COVID 19) to listen to the LGUs on their concerns on the sudden spike of the number of confirmed positive patients due to the influx of returning residents in the region.
